In most cases a simple No answer will not be sufficient. This example shows you how to use เปล่า เขา ชื่อ . . . to provide the correct name.
เขา ชื่อ ทักษิณ
kǎo chûu ták-sǐn.
(His name is Taksin.)
เขา ชื่อ ปรีชา หรือ เปล่า
kǎo chûu pree-chaa rǔu blào
(Is his name Preecha, or not?)
เปล่า ครับ เขา ชื่อ ทักษิณ
blào kráp. kǎo chûu ták-sǐn
(No. It isn't. His name is Taksin.)
